Withdrawal
An alien’s voluntary removal of an application for admission to the United States in lieu of an exclusion hearing before an immigration judge. Although these aliens are technically considered nonimmigrants when applying for entry, withdrawals are not included in the nonimmigrant admission data.  Worldwide Ceiling — The numerical limit imposed on immigration visa issuance worldwide beginning in fiscal year 1979 and ending in fiscal year 1991. The ceiling in 1991 was 270,000 visa numbers. Prior to enactment of Public Law 96-212 on March 17, 1980, the worldwide ceiling was 290,000.
